Regulation (EU) 2025/1960 explained
Commission Implementing Regulation (EU) 2025/1960 fixes the design of the EU legal guarantee notice and the GARAN durability label. What it contains, how it links to Directive 2024/825, and what sellers must do from 27 September 2026.
Last reviewed: · Transactful
Commission Implementing Regulation (EU) 2025/1960 is the short legal act that gives the EU legal guarantee notice and the GARAN label their exact form. It does not create new consumer rights. It makes sure that consumers see the same notice, in their own language, in every shop in the EU.
In one paragraph
Directive (EU) 2024/825, on empowering consumers for the green transition, changed the Consumer Rights Directive. Sellers must now give consumers information about the legal guarantee of conformity through a harmonised notice, and about a producer’s commercial guarantee of durability longer than two years through a harmonised label. The directive asked the Commission to design both. Regulation (EU) 2025/1960 is that design. Both apply from 27 September 2026.

What the regulation contains
The harmonised notice. One design for the legal guarantee of conformity. It summarises the consumer’s rights: the seller is liable for at least two years, repair or replacement comes first, then a price reduction or ending the contract, and national law can give more. It also says that sellers and producers can offer commercial guarantees in addition. It carries a QR code to the legal guarantee pages of the EU’s Your Europe portal.
The harmonised label (GARAN). One design for a producer’s commercial guarantee of durability: free of charge, for the whole good, and longer than two years. The label is language-neutral: one design everywhere, with the words “producer guarantee in years” in all official languages. The seller fills in three values: the duration in years, the name of the producer (the Brand/Trademark field), and the model identifier. When the producer offers such a guarantee and gives the seller the information, the seller must show the label. Read the GARAN label guide.
The language versions. The regulation is published in all 24 official EU languages, and each language version contains the notice in that language.
The display rules. None of the elements of the notice may be edited. Online, the notice and the label must be in colour, and their QR codes must scan on a standard phone. In a physical shop the notice is at least A4 and the label at least 95 × 100 mm, in colour or black and white. Online, the label may use a nested display that opens in full on the first click, hover or tap.
What sellers must do
- Show the notice to consumers before they are bound by the contract, in a prominent manner. Online, that means the product page.
- Use the official version in the consumer’s language.
- Show the GARAN label for goods whose producer gives you a qualifying durability guarantee, with the correct years, producer and model, and never for other goods.
- Check the national transposition law of the countries you sell to for details and penalties.
What it does not do
- It does not change the length of the legal guarantee. That stays in the national law based on Directive 2019/771.
- It does not require producers to offer a durability guarantee. The label is only for goods that have one.
- It does not cover services or digital content.
On Shopify
Assay is a Shopify app that shows the notice from the Official Journal on every product page, in the shopper’s language, and adds the GARAN label to products you set up. The free plan covers the mandatory notice. See the ways to add the notice to a Shopify store.
Frequently asked questions
What is Regulation (EU) 2025/1960?
A Commission Implementing Regulation that sets the design and content of two harmonised artefacts: the notice about the legal guarantee of conformity, and the label for a commercial guarantee of durability (the GARAN label).
When does Regulation 2025/1960 apply?
From 27 September 2026, the same date from which EU countries apply the rules of Directive (EU) 2024/825.
Does the regulation need national transposition?
No. A regulation applies directly in every EU country. The obligation to show the notice comes from the national laws that transpose Directive (EU) 2024/825; the regulation gives the notice its fixed form.
Where can I download the official notice?
The artwork is in the annexes of the regulation in the Official Journal, on EUR-Lex. Open the language version you need: each one contains the notice in that language.
